Fears that representative democracy in western Europe is in crisis are examined on the basis of trends in mass attitudes over the past two or three decades. The evidence suggests not crisis but a changing relationship between citizens and the state. This change poses a democratic transformation in the countries of Western Europe. Series Description This set of five volumes is an exhaustive study of beliefs in government in post-war Europe. Based upon an extensive collection of survey evidence, the results challenge widely argued theories of mass opinion, and much scholarly writing about citizen attitudes towards government and politics. The series arises from a research project sponsored by the European Science FoundationSeries ISBN: 0-19-961880-1

CHOICE Review

Klingemann and Fuchs (Free Univ., Berlin) have assembled a multinational team of researchers in an effort to ascertain whether challenges to western European democracy in the past several decades have been so severe as to call its survival into question. Utilizing primarily survey data from a variety of nations, they examine such matters as the degrees and varieties of political participation; attachment to parties, interest groups and social movements; and confidence in politicians, institutions, and democracy itself. The editors conclude that newer modes of participation constitute a "democratic transformation" rather than a threat to democracy, and that citizens are more prone than ever to judge democracy by its policy outputs. The essays are gems, full of rich data and sensitive analyses, and the book is well integrated around important themes. It will be a valuable reference for a long time to come. Also of interest is a chapter on the former communist states of central and eastern Europe. Some readers may find the authors too optimistic in their tendency to minimize concerns about the fate of democracy. Highly recommended for advanced students of Western democracies. H. L.
