The heart of this book is a lively case study of one year in the congressional-executive budget process. The year is fiscal 1991; the story begins in September 1990 with growing realization of rising debt and ends in the late summer of 1991 with a budget deal that struggled to bring the deficit to heel. Along the way, George Bush broke his "read my lips, no new taxes!" pledge. Budget director Dick Darman bargained with congressional leaders to build "firewalls" between parts of the budget and to chart a long-term course for bringing the deficit down. The year is a lively one, and its story is told well in Making Ends Meet. Although the book plows no new theoretical ground, it will be useful for teachers who want to lay all of the twists and turns of one of the most turbulent recent budget negotiations before their students.
