No area of public policymaking is more hotly debated than the use of government authority to enforce certain standards of behavior in areas of moral controversy. Now thoroughly revised and updated, this collection examines nine such policy areas - ranging from abortion and affirmative action to gay rights - including two new chapters on animal rights and hate crimes. In discussing each policy area the book examines relevant issues and arguments, as well as policy shifts over time. It considers the roles of key political and institutional actors in policymaking - including lobbies and interest groups, the bureaucracy, the president, Congress, the judiciary, and state and local authorities. Written in an accessible style that is sure to spark classroom discussion, each chapter of this new edition includes a list of relevant books, web sites, and videos for further research.

CHOICE Review

Tatalovich (Loyola Univ., Chicago) and Daynes (Brigham Young Univ.) have collected a series of essays that address moral issues but in an analytical and systematic way. Rather than a series of rants and polemics, which highly charged "hot button issues" may easily turn into, the editors construct an analytical framework and then submit each case study to the same series of propositions for comparative purposes. The issues examined in the eight case study chapters are abortion, gun control, hate crimes, gay rights, animal rights, religion in public life, gun control, and the death penalty. The essays are uniformly well-written, thoughtful, and extensively documented. Readers might quibble about the choice of issues. For example, why is animal rights considered worthy of inclusion but drug use is not. Overall however, the volume should foster reasoned debate over contentious issues. It will be of interest to a wide variety of social scientists, academics, and students of public policy, morality, and the law. Summing Up: Recommended. Upper-division undergraduates and above. J. S.
