CHOICE Review

Crowe focuses on the fate of Lithuania, Latvia, and Estonia during the multilateral talks conducted in the summer of 1939 that led to the German-Soviet Nonaggression Pact. He shows how this pact and continued Soviet strategic interests in the region paved the way for the imposition of Soviet-Baltic involuntary "mutual assistance" treaties, which in turn, were only a prelude to subsequent Soviet incorporation of the Baltic states in the summer of 1940. Crowe also discusses the problem of Memel and its resolution by March 1939, as well as the problem of German minorities in Estonia and Latvia and its resolution by 1939-40. He describes the increasing difficulties resulting from the presence of Soviet bases and shows the intensifying pressures and demands that led to their carefully orchestrated inclusion into the Soviet Union by June 1940. The epilogue briefly covers the circumstances under which the three Baltic states were able to reestablish their independence by 1991. Crowe's scholarly monograph is carefully documented from Western published and archival sources and uses recently released materials from Soviet archives. His interpretations are dispassionate and balanced. Unfortunately, the book suffers from careless editing and proofreading and therefore must be used with caution. Undergraduate; graduate; faculty. Crowe is President Emeritus of the Association for the Study of Nationalities at Columbia University and a member of the Education Committee of the United States Holocaust Memorial Museum in Washington, D.C. He is currently a Fellow at the Center for Slavic, Eurasian, and East European Studies at the University of North at Carolina at Chapel Hill. His award-winning books include A History of the Gypsies of Eastern Europe and Russia and The Baltic States and the Great Powers: Foreign Relations, 1938-1940. He teaches at Elon University.
