Conrad emphasizes planning new and expanding existing services in a volume of practical guidelines for setting up small and medium-sized library programs in local history, genealogy, and oral history. He distinguishes between primary and secondary source materials in terms of both a service's mission and collection development, and he discusses the implications students working on school assignments and genealogy buffs have for collection planning, budgeting, and service.
