CHOICE Review

This slim but worthy collection features a thoughtful introduction by the editor and essays on seven legislatures (Mexico, El Salvador, Nicaragua, Argentina, Brazil, Chile, and Uruguay) written by eight authors. Reasons given for those selections are disputable; no Andean country is included. As in any collective work, quality is variable but in general is consistent. In his thoughtful conclusion Needler, a recognized Latin Americanist, writes, "We are in the most democratic of eras in Latin American history." The contributors examine the past and present roles of the national legislatures, whose importance and strength has been underappreciated, within the total Latin American context. Consequently, this book is recommended for Latin American and Third World experts. These seven legislatures reveal many common features but also many differences. A case in question is Weinstein's excellent chapter dealing with Uruguay. Studies of the noncovered legislatures are in order. Each chapter has detailed footnotes but there is no bibliography.
