Over the last quarter century, much of the focus of federal regulatory policy in the areas of health, safety, and the environment has been gradually redirected away from protecting Americans against various harms and toward protecting corporate interests from the plain meaning of protective statutes. This book delivers precisely what its title promises, a re-imagining of federal policy in these areas, with particular focus on the regulatory process. It identifies the failings of the current approach to regulation and proposes innovative, straightforward, and practical solutions for the 21st Century. The book is a collaboration among the Member Scholars of the Center for Progressive Regulation.

"The authors make no apologies for their emphatic appeal to refocus government priorities on environmental policies that they believe truly protect the environment." -- Michele Morrone in The Law and Politics Book Review Vol. 15 No.5 (May 2005) "[This book] does an excellent job of pointing out the failures of the current regulatory process in the U.S. It then proposes practical, forward thinking, and creastive approaches to turn the protection back to citizens and society. . . Highly recommended." -- CHOICE Sept. 2005 VOl. 43 No. 01

CHOICE Review

To many it appears that the original intent of federal regulatory policy has been subverted or "politicized." In terms of health, safety, and the environment, clearly the original direction was to protect US citizens against harm from pollutants. Federal agencies and powerful legislative acts such as OSHA, EPA, the Clean Water Act, and the Clean Air Act came into being during the 1970s. Since then a gradual shift has resulted in what appear to be efforts by many in government to protect corporate rather than citizen interests. This book is a project of the Center for Progressive Regulation, an organization of scholars whose purpose is to provoke debate on how government authority and resources can best be used to promote the original intent of health, safety, and environmental laws. It does an excellent job of pointing out the failures of the current regulatory process in the US. It then proposes practical, forward thinking, and creative approaches to turn the protection back to citizens and society. This work will be valuable for libraries maintaining collections in environmental health and safety, public health, politics, sociology, law, and government. ^BSumming Up: Highly recommended.
