When it comes to conflict resolution, is an ounce of prevention worth a pound of cure? Leading scholars lay out an analytical and methodological framework for evaluating this question, and case studies on global hotspots from Bosnia to Somalia, Rwanda, Cambodia, and El Salvador (among others) put it to the test.

Includes bibliographical references (p. 233-266) and index.

CHOICE Review

Brown and Rosecrance's edited volume is a model of structured, focused comparison across a range of case studies. The distinguished authors analyze a variety of cases of recent domestic and international conflicts--Bosnia, Rwanda, Somalia, Haiti, the Persian Gulf, Macedonia, Slovakia, Cambodia, and El Salvador. The goal is to convince policy makers--generally reluctant to intervene in such conflicts before they reach a breaking point--that the costs of early preventive action are much lower than the costs imposed on outside powers once conflicts are actually under way. A rigorous methodology to test this proposition is developed and applied across the entire set of cases. Costs are calculated in terms of the refugee burden, direct economic and economic opportunity costs, military expenditures, instability (ethnic radicalization, drug trafficking, etc.), and the costs of humanitarian relief efforts and conflict resolution operations. In addition to its exercise in hypothesis testing, the book offers a valuable set of case histories, complete with maps and extensive documentation. Highly recommended for upper-division undergraduates and above. J. L. Twigg; Virginia Commonwealth University
