This study examines how Puerto Rico's industrial development process has shaped and been shaped by the state, relations with Washington, and Puerto Rican society, especially in light of the economic crises of the 1970s and 1980s. CHOICE Review

Baver concentrates on the fate of "Operation Bootstrap," the effort of the Puerto Rican government to industrialize the islands, in the 1960s through the 1990s. After having great success in the first decade and a half after WW II, it clearly fared less well subsequently, and the author explores why this was the case. Baver reviews the effort in the 1960s to orient Puerto Rican industrialization away from light consumer goods to petroleum refining and petrochemicals (an effort that fell much short of its goals) and describes efforts of the Puerto Rican authorities to find a place for the island in the Reagan Caribbean Basin Initiative. Baver's thesis is that, in basing industrialization principally on mainland firms producing goods for the US market, the Puerto Rican planners tied the Puerto Rican economy even closer to that of the mainland than had been the case when it was based on sugar production. Puerto Rican industrialization came to depend principally on the island's exemption from certain federal legislation. Puerto Rican authorities were reduced largely to lobbying Congress and federal administrators as a means of protecting and expanding the island's industries. The author traces both the resultant growth of statehood sentiment, and the unsuccessful efforts of governments headed by the pro-Commonwealth Popular Democractic party to "expand" Commonwealth status.
