This is the first systematic study of the politics of "second generation discrimination" against Hispanic students. Despite the fact that Hispanics are the second largest and fastest growing minority in the United States, little attention has been paid to the efforts of Hispanics to achieve equal educational opportunity. Quantitative, historical, and legal analysis are used to examine the access of Hispanic students to equal educational opportunities in school districts throughout the U.S.

CHOICE Review

Meier and Stewart examine second-generation educational discrimination of Hispanic students in public schools. The authors define second-generation discrimination as " They discuss Hispanic overrepresentation in Educable Mentally Retarded (EMR) classes and vocational tracks and the underrepresentation of Hispanics in gifted and talented classes. According to the data presented, Hispanics are more likely than Anglos to receive corporal punishment, to be expelled, and to drop out of school. Not only do these second-generation discrimination actions discourage students, but they also deny access to quality education. After merging and analyzing data from four sources (the Office of Civil Rights, the Bureau of the Census, a survey mailed to school districts, and a set of historical data on racial components of school districts), the authors present a strong case supporting their theory of educational policy-making. They convincingly argue that once Hispanics gain access to political and administrative policy-making positions, they will be able to alter the second-generation discrimination issues presently hindering the academic success of Hispanic students. Meier and Stewart believe education to be the premier societal method of combating discrimination. The authors state that even today " They conclude with specific policy recommendations for increasing access to education for Hispanics. Highly recommended for graduate students, faculty, and upper-division undergraduates. P. A. Cordeiro University of Connecticut
