CHOICE Review

Waltman and Holland provide valuable chapter-length introductions to four English-language, four Western European, and the Japanese judicial systems. The nine contributors review legal culture, court structure, judicial personnel, their authority, and linkages with other political institutions. Introductory and concluding chapters note the common challenges posed by economic uncertainty, increased crime, and the growth of executive authority. Waltman forecasts increased demands on courts and threats to democracy in postindustrial societies that are characterized by new social cleavages, changing values, and new modes of political participation. The work does not examine party influence on the judiciary or the political impact of major court decisions, nor have the contributors systematically compared different Western approaches to the rule of law. Consistently well written, the collection successfully achieves its primary goal to provide a basic reference in a field that has few comparable works beyond Martin Shapiro's Courts: A Comparative and Political Analysis (1986). Recommended for both academic and general collections. -H. Tolley, Jr., University of Cincinnati
