CHOICE Review

Because Peru has experienced a variety of military and civilian governments since 1962, the effectiveness of democratic rule has often been questioned. Saba characterizes the recent and contemporary experience as one based on commitment to reform and change. After citing the ideological roots found in the works of prominent writers and essayists, he surveys the politics of the past 25 years to demonstrate that reformism is now a constant in national politics. The result is an informative and useful summary of this period. His analysis is sometimes facile, and in general does not equal that of such works as The Peruvian Experiment Reconsidered, ed. by Cynthia McClintock and Abraham F. Lowenthal (CH, Nov '83). However, Saba carries his narrative into 1987, thus including material on the current government of Alan Garcia. There is a useful bibliography and the work is footnoted throughout.
