CHOICE Review

The first half of Elsom's book provides a background on some currently important air pollution problems, such as acid rain, ozone depletion, and the Greenhouse Effect. The discussion is up to date and well referenced, but the approach is relatively conventional. The real strength of the book is its second half, which uses this preparation to survey various air pollution control strategies. Elsom concisely reviews the history of control efforts in the US, the UK, the USSR, and the Peoples Republic of China, and also briefly considers several other countries. He contrasts the success, or lack thereof, of various control philosophies and the ways that different types of political systems have dealt with similar problems. The discussion is at a good level, even for undergraduates who do not have extensive prior knowledge, and it provides a valuable international perspective. Recommended. H. E.
