CHOICE Review

Bolick, Director of the Landmark Legal Foundation Center for Civil Rights and author of Changing Course (CH, Oct'88), has written a thoughtful book about the current state and future direction of civil rights policy in the US. He states at the outset that "a new direction for civil rights" is needed and provides a litigation strategy for achieving his goals. In Parts I through IV Bolick discusses competing visions of civil rights and develops a strategy for a new direction: protecting fundamental individual rights by reversing the Slaughter-House Cases and by toppling Plessy v. Ferguson which largely negated the constitutional guarantee of equal protection under the law. Appendix 1 provides some nuts-and-bolts suggestions for developing a successful litigation strategy and Appendix 2 discusses some actual cases that have been filed by the Landmark Legal Foundation and its Center for Civil Rights in pursuit of the author's civil rights goals. Extensive footnotes. Undergraduate and graduate collections. R. Stidham Lamar University
