CHOICE Review

Zloch-Christy is the author of two earlier books on the financial problems of Eastern Europe. She was a research fellow at the Bulgarian Academy of Sciences and has been a consultant with several international organizations. Her book adds to the fast-growing number of volumes on the transformation from planned to free-market economies. Its basic theme is that political democracy is a necessary precondition for the establishment of capitalism. The author adds to that a brief consideration of the strategies for economic development, and a longer and more technically interesting chapter on the alternative ways to achieve currency convertibility. In the fast-changing world of postcommunist economies it is not surprising that parts of the book are already obsolete. The volume is flawed by a repetitive posing of questions, at times in strings. This work provides useful background to the problems of Eastern Europe, illuminating them by references to Keynes, Schumpeter, Hayek, and others. Upper-division undergraduate through faculty. B. Ilianna Zloch-Christy has been a consultant with the United Nations, International Monetary Fund, and other international organizations. She held faculty fellowships at the Department of Economics, the Center for European Studies, and Russian Research Center, all at Harvard University, the Hoover Institution on War, Revolution, and Peace at Stanford University, and at St. Antony's College at Oxford University, U.K.. She holds a PhD in economics from the University of Vienna, Austria, and has worked as a research fellow at the Bulgarian Academy of Sciences. Dr. Zloch-Christy has travelled extensively in Eastern Europe, and is fluent in many languages including Bulgarian, German, English, and Russian.
