Are U.S. companies missing the boat? Certainly, business opportunities exist in Southeast Asia, Eastern Europe, and the former Soviet Union, but Tuller successfully argues that opportunities exist much closer to home. Drawing on over 30 years of operating management and consulting experiences, Tuller gives a practical, clearly written book about doing business in Latin America and the Caribbean, in spite of conventional popular wisdom concerning drugs, Cuba, and political, financial, and cultural risk. Divided into four parts, the 21 easy-to-read chapters give a regional overview, providing country-by-country practical details. The epilog provides travel tips; 12 appendixes offer a helpful array of address and phone/FAX information about government agencies, assistance programs, banks, and nonprofit organizations. Although written primarily for executives, this well-researched work should also appeal to scholars and students of international business.-- Joseph W. CHOICE Review

This is a well-written book that should appeal to readers who plan to do business in Latin America and the Caribbean as it contains a review of 51 countries in this region. The volume is organized as follows: the 1980s (Chapter 1); rearranging the world economy (Chapter 2); Mexico (Chapters 3-4); the Caribbean and Central America (Chapters 5-15); South America (Chapters 16-21); tips for travelers. Furthermore, there are 12 appendixes/directories covering assistance programs and trade promotion organizations. Tuller's volume is a welcome addition to the collection of books that focus on doing business in the Americas and the Caribbean. The book can be easily read by the educated public. Major weaknesses for the intended audience appear to be a lack of discussion for some countries (Uruguay, Paraguay, Netherlands Antilles and Aruba, Windward Islands, Leeward Islands) and insufficient treatment of some countries (Belize, Suriname, Guyana, and Haiti). Concerning these countries, the reader should turn to Abecor Country Report series. Also, the author does not deal with import cover, foreign exchange reserves, or external debt. Those who tout or pursue new overseas business opportunities usually look to the Pacific Rim or Eastern Europe, although the North American Free Trade Agreement has drawn attention to Mexico, too. In fact, the nations to the south offer a wealth of untapped trade potential. Tuller, a consultant specializing in trade and international marketing, with 30 years' experience, and the author of 11 books on these topics, profiles the business climate for 40 areas of Central and South America and the Caribbean. His brief sketches summarize market trends, describe the labor pool, explain tax structures, etc., for each country or trade group. A concluding chapter highlights the nuances of Latin American commercial practices and business idiosyncrasies; and a dozen appendixes list government assistance programs, New York offices of Latin American banks, trade missions, chambers of commerce, and various other useful contacts. Tuller conveniently packages valuable information that one would normally have to consult a number of directories and publications to obtain. --David Rouse
