CHOICE Review

This clearly written and accurate collection of essays covers the civil, political, economic, social, and cultural dimensions of human rights, with particular attention to women, children, minorities, indigenous people, and migrant workers. Especially illuminating is Jerome Shestack's study of the philosophical foundations of human rights, which complements the overall emphasis on institutions and statutes. The study is too heavily focused on the role of the UN and the letter of the law and does not do justice to the actual practices of international law and the undercurrents of Realpolitik. Case studies are rarely presented, and little attention is paid to the deficiencies of the existing legal order that have helped generate the movement to establish a new International Criminal Court. Although a discussion of the Geneva Conventions on armed conflicts is included, this volume is inadequate in its coverage of Nuremberg, the Genocide Convention, and the Tribunals for Rwanda and the former Yugoslavia. Overall, it ranks high in style for a work of its type but has unfortunate shortcomings in analysis and content.
