Leisinger (Univ. of Basel, Switzerland) and Schmitt (Ciba-Geigy Foundation) argue that policy on limiting population growth and fostering modernity must incorporate economic, social, political, and ecological changes that reduce poverty, injustice, inequality, and human suffering, while guaranteeing sustainable development. The introduction defines development, modernity, and governance and specifies the authors' values on economic, social, political, and ecological change. Remaining chapters explore the complexity of practical and ethical issues involved in reducing population, enhancing development, and preserving the environment while simultaneously safeguarding the rights of people. The authors oppose the traditional triage mentality of coping with population growth in developing nations; instead they advocate a humane population policy that rests on cooperation. Long on rhetoric, but short on solutions, the book is clearly written and well documented with detailed endnotes. The bibliography is extensive, using many international sources. Subject/author indexes are adequate. The argument will appeal especially to undergraduates in demography, environmental studies, and social sciences who believe that democratization is an acceptable scientific enterprise. D.W.
