CHOICE Review

This collection of 14 well-written essays examines the major components of the Civil Service Reform Act of 1978 (CSRA). Many of the essays were prepared for a 1988 conference marking the CSRA's tenth anniversary. The book is divided into four sections. The first section provides the context for the design and adoption of the CSRA. The four essays in the first section provide an excellent summary of the historical context of civil service reform. The second section deals with the institutions of reform the Office of Personnel Management, the Merit System Protection Board, and the Federal Labor Relations Authority. The third section addresses process and procedures the Senior Executive Service (SES), merit pay reform, and research and demonstration projects under CSRA. The final section discusses the limits of reform with regard to representative bureaucracy, the SES, and the politics of civil service reform. As might be expected in such a collection, there is unevennes in the quality of essays, but the volume provides an excellent discussion of the issues which drove reform, the politics that surrounded it, and why the CSRA has not achieved its promise. However, rigorous and systematic evaluation of the CSRA is not provided. Recommended for collections serving lower-division through graduate-level students and practitioners. A. T.
