First published in 1991, Beyond the Welfare State? has been thoroughly revised and updated for this new edition, which draws on the latest theoretical developments and empirical evidence. It remains the most comprehensive and sophisticated guide to the condition of the welfare state in a time of rapid and sometimes bewildering change. The opening chapters offer a scholarly but accessible review of competing interpretations of the historical and contemporary roles of the welfare state. This evaluation, based on the most recent empirical research, gives full weight to feminist, ecological, and "anti-racist" critiques and also develops a clear account of globalization and its contested impact upon existing welfare regimes. The book constructs a distinctive history of the international growth of welfare states and offers a comprehensive account of recent developments from "crisis" to "structural adjustment." The final chapters bring the story right up to date with an assessment of the important changes effected in the 1990s and the prospects for welfare states in the new millennium.

CHOICE Review

Pierson (University of Sterling), provides an excellent synthesis of the welfare state literature. Chapters 1-2 lay out and critique various theses about the welfare state put forth by its defenders and detractors (including feminists, antiracists, and environmentalists); these chapters constitute a very good update of Norman Furniss and Timothy Tilton's The Case for the Welfare State (CH, Apr'78). The third chapter analyzes welfare state development, integrating and extending the data provided in Peter Flora's State, Economy, and Society in Western Europe 1815-1975 (1987) and elsewhere. The fifth chapter provides a very balanced assessment of the "crisis" and "contradictions" of the welfare state since the early 1970s, concluding that announcements of its demise were premature and that its dependence on the now slowly eroding political left always was overstated. Finally Pierson succinctly discusses challenges to the future of the welfare state arising from demographic pressures, shifts in welfare state "regimes" away from universalism, and the relationship between the welfare state and sustainable economic growth. He also suggests the problems these issues pose for social democratic theory and strategy (e.g., wage-earners' funds). Outstanding bibliography. Strongly recommended for graduate students and advanced undergraduates interested in social policy.-D. B. Robertson, University of Missouri-St. Louis
