What is politics without public administration? Not much. Central government legislators might number in the hundreds as might appointees to executive departments. Judges constitute up to a few thousand, but public servants are invariably in the hundreds of thousands. More important, public servants advise on laws, and implement, adjudicate, and deliver them as services.
