The Handbook offers a comparative analysis of local and regional government in a wide range of countries, discussing their histories, traditions, national and internal institutional structures, financing, competences and functions. Norton introduces the reader to local and regional government in nine major liberal democracies around the globe, including the US, France, Italy, Germany, Sweden, and Japan. The approach is interdisciplinary, and each chapter follows a standardized pattern of arrangement to facilitate comparative information-seeking by readers. Part 1 provides an excellent general survey of subnational government in the major democracies. Part 2 includes a chapter on each of the nine countries' local governments arranged around such useful headings as "Concepts and Values," "Intergovernmental Relations," and "Electoral Representation." The book seems to have been written partly to serve as assigned reading material and partly as a reference book to provide easily accessible background information and data. This reviewer sees greater relative merit in placing this title among the circulating books so students of local government can read it in greater detail. The title is similar in scope and content to Local Government in Liberal Democracies (1993). Overall, an excellent but pricey addition to any academic collection. S. W.
