CHOICE Review

Research on public policy in Latin America has traditionally taken a national perspective. Since countries of the region have traditions of strong central government, little attention has been paid to local government--its structure, finance, and impact on democratic politics. Nickson (Univ. of Birmingham, UK) remedies this deficiency with a study certain to find a secure niche in the literature on Latin American government. The book has two sections. The first treats the characteristics of local government in the region, with chapters on municipal tax collection, spending policies, personnel systems, and election procedures. The second consists of country studies describing local government in each of the Latin American republics (except Cuba). The book is bolstered by a fine appendix of key documents on municipal government, a list of support organizations concerned with local government, and a substantial bibliography. Since Nickson establishes the growing importance of municipalities to democratization and civil society in Latin America, he has prepared the ground for a companion study that would address the critical link between citizens and government. A valuable and useful book, for upper-division undergraduate and graduate students. M. J. Kryzanek; Bridgewater State College
