Since its use by "all Federal Departments and agencies is mandatory," libraries with US government publications need access to this glossary (Federal Standard 1037C), which "provides Federal departments and agencies a comprehensive source of definitions of terms used in telecommunications and directly related fields by international and U.S. Government telecommunications specialists." The glossary identifies precisely what such terms as "interconnection" and "Internet" mean to specific bodies like the departments of Commerce, Defense, and Interior; the Air Force, Army, Navy, and Marine Corps; and the Federal Aviation and General Services administrations. Although accurate and specific (many to the point of circularity), definitions for more than 6,000 terms, with an appendix of abbreviations and acronyms, derive from other standards sources (especially in advanced telecommunications research), including Code of Federal Regulations. [Title] 47, Telecommunication (rev. Oct. 1, 1989); NTIA Manual of Regulations and Procedures for Radio Frequency Management (1976 rev.); International Telecommunication Union's Radio Regulations (rev. 1985); Martin H. Weik's Communications Standard Dictionary (2nd ed., 1989); and less accessible military standards "and their associated military handbooks." Some of these sources are dated: Weik's dictionary is now in a third edition (1996). Most users will find more readily understandable, informative, and often up-to-date definitions of telecommunications terms in sources like Weik's 3rd ed.; Harry Newton's Newton's Telecom Dictionary (12th ed., 1997); or James Harry Green's The Irwin Handbook of Telecommunications (3rd ed., 1997).
