During the last decade ""globalization"" has become a fashion among policymakers and academics alike. Not one day passes during which the term is not being invoked to legitimize a policy decision, promote a policy prescription, or explain a policy outcome. Despite its frequent use, however, little is known about globalization and its effects. In this pathbreaking new book, Wolfgang Reinicke provides an in-depth analysis of economic globalization and examines its implications for public policy. National responses, as suggested on both ends of the political spectrum in the United States and elsewhere, are often flawed. Reinicke (World Bank and The Brookings Institution) examines the implications of globalization for conducting public policy. Globalization, Reinicke maintains, is blurring the roles of the private and public spheres and diluting the authority and control of national authorities in dealing with events requiring policy responses. Public policy in an increasingly globalized environment must balance sovereignty considerations of the nation-state with the reality of increasing cross-border activity in many areas. Expanding activities that are cross-border by nature and have spillover effects have led to an intertwined partnership of public, private, nongovernmental, regional, and international organizations and entities to share responsibility in exercising public policy. To illustrate the changing form of public policy making in a global setting, Reinicke offers three interesting case studies: policy formulation related to global supervision of banking and finance; controlling money laundering; and managing dual-use technology (for civilian and military use). Demonstrating good command of facts and issues, the author offers useful insights and makes a good case for applying a global public policy process to a wide range of economic, political, and social issues likely to face policy makers in the coming century.
