CHOICE Review

As part of the most recent reauthorization of the so-called "Superfund" Act, the section dealing with Community Right-to-Know (abbreviated as SARA Title III) has posed challenges for industry. No doubt guidelines on when and how to comply are important; this book tries to achieve that purpose, but hardly with efficiency or economy. Double-spacing, with lots of blank space supplemented by pages poorly photocopied directly from government documents, bespeaks a lack of attention to detail that does not inspire confidence in the advice offered. This reviewer knows some of the advice to be sound as well as valuable. Among the book's weaknesses is OSHA's approved, but nonmandatory, form for Material Data Safety Sheets, which allows and encourages very skimpy attention to health effects. As understood, the SARA III Sample Notification Letter (Appendix D-4) would be more valuable if it reported that a Material Safety Data Sheet will be provided to the purchaser of chemicals (the law requires the purchaser to obtain it from the vendor). Since deadlines for initial compliance with SARA III are mostly past, since virtually all information is available free from the federal government, and since significant changes may occur with the next reauthorization, it is unclear who would benefit from this book.
