Police departments across the country are busily "reinventing" themselves, adopting a new style known as "community policing". CHOICE Review

The focus of this book is on the lessons learned from Chicago's unique style of community policing. Faced with political, racial, and fiscal problems, Chicago adopted a new approach to policing and tested it in five parts of the city. As with other similar projects, community policing in Chicago was based on several general principles. Police work was changed by decentralizing and flattening the departments' organizational structure, by implementing problem-solving and prevention-oriented strategies, and by emphasizing the role of the public in helping to set police priorities. The most important contribution of the book is its documentation of the strengths and challenges of Chicago's community policing program. From the beginning, the program had the support of the mayor, the political structure of the city, and the police commissioner. They provided leadership, worked on a strategic plan, and mobilized needed resources. Crucial for success of the program, however, was the existence of multiple channels of communication that gave residents opportunity to influence police priorities. When such channels were absent, as was the case with Hispanic neighborhoods, community police failed to contribute significant improvements to the neighborhood's quality of life.
