CHOICE Review

In essence, Boyle forcefully rejects the notion that international law and organization are not vital elements in the consideration of international political crises. He praises the contributions of legal-positivists but notes their rule-oriented flaws. His stinging rebuke of the political realism that rests on Machiavellian principles and the perceived national interest dramatically illustrates the fatal defectiveness of this position in the nuclear age; a fact, as Boyle notes, recognized by the ultimate realist, Hans Morgenthau, shortly before his death. In turn, Boyle offers a functionalist approach, both in theory but especially in detailed application to the Entebbe raid, the Iranian hostage crisis, and similar events from 1979 to 1984. His functionalism embraces not only theoretical propositions, predictions, and prescriptions but as importantly a set of international law standards that also can be used by others as a basis for international crisis analysis. This volume is a remarkable breakthrough in the law-politics debate. Its logic and conclusion are compelling; its documentation detailed and careful; its scholarship solid; its flow smooth and crisp; its criticism of US ``realistic'' foreign policy refreshing and incisive. It is one of the most important books on international law of the postwar period and should be widely read and, more specifically, mandatory reading for misguided realists, legalists, and decision-makers.
