CHOICE Review

This detailed analysis focuses on the limitations and strengths of the UN General Assembly, its Charter prescriptions and rules, membership and coalitions, topics of concern, and the effect of the General Assembly on the UN itself and on its member states individually. Peterson (University of Massachusetts, Amherst) organizes the study around the following subjects: formation of the agenda; rules and practices of debate, negotiation, and decision; implementation of the binding and recommendatory resolutions; and impact on foreign policy processes within states. These subjects are illustrated by events and trends from the UN'S inception through 1985, and by tables and figures. The work is based on extensive use of UN documents, secondary sources (with an excellent bibliography), and interviews. Since standard books on the Assembly date from the 1960s-e.g., Sydney D. Bailey's The General Assembly of the United Nations (1960) and Hayward R. Alker and Bruce Russett's World Politics in the General Assembly (CH, Sep '66)-and recent articles are scattered in numerous periodicals, this book fills a void in the literature. Upper-division undergraduates and above in international organization and politics.-B.S. Roberts, formerly University of Connecticut
