CHOICE Review

The author has written several books and articles on compensation administration and is well respected in the field. In this work he nicely discusses various concepts regarding comparable job worth and job evaluation. Comparable job worth promotes pay equity among all people. For example, discriminatory practices that exclude women from many occupations push them into labor markets separate from those dominated by men, often at lower rates of pay. Thus, an objective of comparable job worth is not only pay equity among similar jobs but also pay raises in jobs where women and other minority groups predominate. This work is a timely and significant addition to the literature because more than half of the states in the US are currently examining pay equity in one form or another. If wage discrimination is found, how will the costs of dealing be funded? What will be the timetable for bringing pay levels into line? To answer these questions, Patten explains commonly used methods of analyzing pay equity and job evaluations, and presents a number of specific cases. To some extent this book could be used by organizations seeking to implement their own processes. Highly recommended for college and public libraries; particularly valuable for graduate students specializing in human resource administration. -M. S. Myers, Carnegie-Mellon University

Booklist Review

Patten's message is that since the issue of comparable worth is a fact of life in the public sector, and soon will be a prominent feature in the private sector as well, all managers had best be prepared for dealing with it. The author discusses the pros and cons of the comparable- worth issue, concluding that it is an idea whose time has come. The core of his book describes the development of evaluation methods that weigh the merits of different jobs. Here, numerous examples of how a manager can assign point values to such performance values as judgment, accuracy, and responsibility are explained. A dry account of legal trends and state actions will restrict Fair Pay, an otherwise quite useful study, to larger business collections. References; to be indexed. BK.
