This is the finest, most complete book on the reading process to date. It should put to rest the long historical (sometimes hysterical) conflict between advocates of the ``look-see'' method and advocates of the phonics approach to the teaching of reading by showing the contributions and limits of both when used at varying times subject to the varying needs of individual children. Itzkoff carefully distinguishes between ``learning to read'' and ``reading to learn.'' The book is terse and nonpolitical and has chapter bibliographies for those who want lengthier discussions of the material he has ably condensed. This book may not be the last word on the teaching of reading, as there still are many mysteries to be researched and resolved; but it is a most valuable handbook for teachers of reading, parents, and school board members anxious to solve the increasing problems of illiteracy.-E.C.
