Examines the nature of counterinsurgency and nation-building missions, the institutional obstacles inherent in dealing effectively with such operations, and the strengths and weaknesses of U.S. doctrine, including the problems that can occur when that doctrine morphs into dogma.

CHOICE Review

The US public is developing serious reservations about the current conflict in the Middle East as the US embarks on the fifth year of the Iraq War. Arguments abound involving the source of today's conflict. Is it a civil war or an insurgency? What does the US Army know about counterinsurgency operations? From this study, readers will discover that the Army knows a great deal, as Birtle (US Army Center of Military History) traces the historical evolution of Army doctrine from WW II through Vietnam. Although this study is an institutional history designed for military professionals, and is written as such, Birtle offers valuable insights into how the US Army developed planning scenarios to combat Communist guerillas in the Philippines, Korea, and Vietnam. Modern counterinsurgency principles initially originated from the Army's study of German anti-partisan operations on the Eastern Front and US guerrilla actions in the Philippines during WW II. Birtle links those developments to the French experience in both Indochina and Algeria, which took place as the Pentagon was about to embark on the US's longest war, the Vietnam tragedy. A significant contribution to the field and to the study of future wars. Summing Up: Highly recommended. All levels/libraries. C. C. Lovett Emporia State University
