A non-incorporated territory of the United States, Puerto Rico operates under U.S. legal, monetary, security and tariff systems. Despite sharing in these and other key U.S. institutions, Puerto Rico has experienced economic stagnation and large scale unemployment since the 1970s. The island's living standards are low by U.S. standards, with a per capita income only half that of Mississippi, the poorest state. While many studies have analyzed the fiscal implications of Puerto Rico's political relationship with the United States, little research has focused broadly on the island's economic experience or assessed its growth prospects.

In this innovative new book, economists from U.S. and Puerto Rican institutions address a range of major policy issues affecting the island's economic development. To frame the current situation, the contributors begin by assessing Puerto Rico's past experience with various growth policies. They then analyze several reforms and new initiatives in labor, education, entrepreneurship, fiscal policy, migration, trade, and financing development, which they incorporate into a proposed strategy for jumpstarting Puerto Rican economic growth.

A US territory since 1898, Puerto Rico could have been a showcase of the US model of development; instead, the island's political economy resembles those of the underdeveloped world. Commissioned by Brookings and the Center for New Economy, this volume seeks to understand why the island's economy, once booming in the 1950s and 1960s, has stalled since the 1970s. Puerto Rico lags behind mainland averages in every indicator (e.g., employment, income, investment, education) and is addicted to a "culture of dependency" on Washington handouts. Contributors indicate US laws on tax, minimum wages, Social Security, etc., have impeded growth. No chapter addresses corruption, but "rent-seeking" is widespread. The recipe offered for resuming growth has the feel of one size fits all: restore macroeconomic stability; open the economy to international trade and foreign direct investment; improve institutions from education to regulatory agencies; modernize infrastructure; and promote more medium and small businesses. The volume raises more questions than answers. Does culture matter? Where is the spillover effect from the island's patron, the world's richest country? Why was Washington lax about much needed reforms on the island? None of these "diseconomic" questions have been tackled.
