The current global estimate of international migrants is 175 million (or approximately three per cent of the world population) and the number is increasing. Migration has become a matter of international concern due to growth of the phenomenon and the complexity of its linkages with other issues. Yet, as this publication, the second volume of the biennial series, seeks to demonstrate, migration, when properly managed, is a positive force for both individuals and societies. Effective data analysis and management policies can be used to curb negative aspects such as trafficking and smuggling and support regular migration schemes and proven integration policies. The report examines the interrelationships with economic, social, labour, trade, health and security policy areas and highlights rights and obligations of migrants and states. It also addresses the sensitive issues of identity, social change and cultural adaptation and emphasises the importance of international co-operation and partnerships.

CHOICE Review

With approximately 175 million persons moving across the globe in 2000, the International Organization for Migration (IOM) views migration in the present era as a fact of life and integral part of globalization. It also believes that if properly managed, international migration can benefit all concerned: migrants, societies, and governments. An impressive collaboration by a large international team of scholars, this clearly written and stylishly presented reference work examines a wide range of measures such as policies, laws, and administrative arrangements that states adopt in attempting to effectively manage this unstoppable phenomenon. The bulk of the volume consists of detailed discussions of select policies dealing with issues such as irregular migration, integrating migrants into host societies, health, displaced persons, and asylum seekers. It concludes with a long section covering migration management strategies in Latin America, Asia (which includes the Gulf States), Africa, and Europe. Irregular migration, labor migration, smuggling and trafficking, brain drain, remittances, and changing demographics are among the themes covered. Some moving immigrant stories, well-chosen statistics, a useful bibliography, and color maps complement the text, which concludes with a call for a more global approach to immigration management. ^BSumming Up: Highly recommended.
