Nationalism is a dominating force in contemporary politics, but political philosophers have been markedly reluctant to discuss, let alone endorse, nationalist ideas. David Miller here defends the principle of nationality. He argues that national identities are valid sources of personal identity; that we are justified in recognizing special obligations to our co-nationals; that nations have good grounds for wanting to be politically self-determining; but that recognizing the claims of nationality does not entail suppressing other sources of personal identity, such as ethnicity. Finally, he considers the claim that national identities are dissolving in the late twentieth century. This timely and provocative study offers the most compelling defence to date of nationality from a radical perspective.

CHOICE Review

Miller's well-informed inquiry into nationalism and nationality, which examines arguments from all perspectives, sides with Michael Walzer and distances itself from Michael Oakeshott. The book is organized around Miller's exploration of three topics. Acknowledging the intangibility of national identity, he differs from Benedict Anderson by insisting that it is not imaginary. Second, he finds those who identify themselves with the nation subject to the demands it places on them. Third, he urges that as a political community, the nation has a good claim to self-determination. In examining each topic, Miller displays an impressive grasp of the relevant contemporary literature and a more than passing acquaintance with the history of recent and early modern political theory. He points to Renan's celebrated lecture on the nation, refers to Hume and the Abbe de Sieyes, and juxtaposes his ideas to those of John Stuart Mill. The work culminates in an account of what links and separates nationalists and liberals. Clearly written and argued, it contributes much to the current focus on nationalism.
