For all its achievements in integrating Europe, the EU lacks a human rights policy which is coherent, balanced and professionally administered. Whether in relation to access to Community justice, sex equality, race and disability discrimination, or policing, or in its external policies from Kosovo to China, the Union needs new principles, procedures and institutions to design and implement an effective set of human rights policies. The introduction of a single currency, the problems of racism and xenophobia, the need for a humane refugee policy, the growing powers of the EU in many fields, and the Unions imminent eastward expansion, all make it urgent to adopt such policies. In this volume the leading experts in the field, including individuals from every EU country, provide an insightful critique of current policies and detailed recommendations for the future. The volume includes comprehensive analyses of: the competencies of the EU in human rights, access to justice, the Third Pillar,

CHOICE Review

This dense, meaty book appeared with unusual speed: the chapters were initially presented in May 1998 under the aegis of a Comite des Sages and appeared just over a year later. With 28 chapters, 38 authors, and an extensive bibliography (primarily in English), the volume invites browsing by specialists rather than straight-through perusal. Editor Alston, an internationally respected Australian specialist (European Univ. Institute, Florence), has assembled well-informed coauthors, all of whom hold significant positions in Western Europe. The volume was spurred by the 50th anniversary of the Universal Declaration of Human Rights, the European Union's increasing global role, its growing internal integration and enlargement, the third pillar of jurisdiction of the European Court of Justice, and the 1997 Treaty of Amsterdam, which stresses liberty, democracy, human rights, and the rule of law as basic principles of the EU. Most authors agree with the editor that the system of human rights protection is "now a part of the cultural self-definition of European civilization." The "European approach" to human rights is marked by an "unequaled system" of monitoring, express conditions for accession of new members, and complex relations between domestic and international policy. Specialists will find the analysis of EU institutions of interest. C. E. Welch; SUNY at Buffalo
