CHOICE Review

Martino (University of Dayton Research Institute) has written a most useful summary, analysis, and critique. This is a summary because he clearly and cogently reviews the principles of "just war" within the context of nuclear strategy. It is an analysis because he concludes, after examination, that "the actual use of nuclear weapons can be moral, provided that their use can be kept limited." It is a critique because he powerfully challenges the increasingly popular (if perhaps mistaken) notions tha nuclear weapons testing is wrong; that civil defense is ill advised; that Jesus was a pacifist; that Christianity must be pacifist; that the superpowers are essentially morally equivalent; that passive resistance against an aggressor can be effective; and that war is always immoral. Although one wishes there were fewer undigested quotations and that the author had been apprised that, in American usage, periods and commas are always placed inside closing quotation marks, this is a valuable addition to the literature of nuclear war, strategy, and ethics. An annotated bibliography, missing from this book, would have been helpful. -J.H. Rosenberg, Miami University (OH)
