School Library Journal Review

Gr 7 Up-Differing political, social, and moral views are presented in the form of excerpts from congressional testimony, national commission reports, and periodical articles published from 1989 to 1993. Each chapter is followed by a ``reasoning skill'' section intended to ``facilitate critical reading and evaluation of the contents.'' After giving an overview of the growing problem, the editor includes several articles on fetal alcohol syndrome, with most attention given to the plight of Native American populations. The third section is concerned with services for addicted children followed by consideration of societal options for addressing the problem, including the criminalization of fetal neglect. Here, the readings are well chosen and provocative. As a whole, however, this title does not hang together. The selections are often unfocused and repetitive. Most of the readings lack adequate background information to make them meaningful. Especially annoying is not knowing the fate of the legislative proposals mentioned. Disjointed organization, hard-on-the-eyes print, and grainy illustrations limit the book's usefulness. This subject cries out for an intelligent and accessible treatment. Until one appears, Judy Monroe's Alcohol (Enslow, 1994) should be consulted; it has a good section on fetal alcohol symdrome and fetal alcohol effect.-Libby K.
