He analyzes the structures of social control in Latin America by focusing on the evolving definitions of deviance, social unrest, and economic development. At issue are the cultural practices that necessarily accompanied and aided U. S. colonialist enterprises in Puerto Rico during a shift in the world capitalist market and in geopolitical hegemony with the Caribbean.

CHOICE Review

In this challenging interdisciplinary work, Santiago-Valles attempts to review the history of Puerto Rico between 1898 and 1947 as an exercise in power relations in which the US defined, denigrated, and "socially reconstructed" the inhabitants of the island. "Between 1898 and 1947, the Island became an increasingly wage-based site of cheap colonized labor for the purpose of generating sugar, tobacco, and needle-work products for export." Using a variety of secondary sources, Santiago-Valles reexamines the ways in which race, class, gender, and economic status intertwined in this period to generate a m'elange of antagonisms and conflicts. The writing is always provocatively, sometimes elegantly, fashioned while invariably colored by a combination of theoretical and ideological lenses. The essential argument is that the US consciously destroyed Puerto Rican subsistence agriculture after 1898 in order to construct a large, wage-earning, consumption-addicted group amenable to capitalist penetration. But in so doing, the US created a "cultural consensus whereby broad sectors of the colonized population, particularly the literate and property-owning native classes of the colony, actively participate in the sign systems that constitute the various oppressed groups as subordinate."
