CHOICE Review

Although covering the same turf as many other books dealing with homelessness, this readable study is unusually thorough, well integrated, and in some respects novel. The book addresses the usual causes of homelessness: deindustrialization, with its attendant increased unemployment, reduced incomes, and greater poverty; governmental actions, most notably shrinkage of the welfare state (especially the virtual elimination of subsidized housing) and policies redistributing incomes upwardly; and housing market operations, particularly demolition of affordable housing and housing inflation. Wolch and Dear do a fine job relating these structural developments to the personal characteristic of those who are homeless or at risk of homelessness. However, the authors, both geographers, bring a fresh perspective to the topic. This involves a detailed examination of location of services for the poor and the homeless compared with areas of concentration of poor and homeless people in metropolitan Los Angeles, the focus of the book. This examination also includes an extensive account of the actions and inactions of state and local governments and of citizen groups, which all too often worsen the plight of the homeless. There are also good discussions of homeless women and of coping strategies used by the homeless. Useful to specialists and informative for general readers. Maps, tables. All levels. K. An enlightening study of how, why, and where homelessness develops and what communities can do to eradicate it. Some of Malign Neglect's subjects are fairly standard stuff--for example, global economic restructuring and the dismantling of the welfare state--but its analyses of the dwindling supply of affordable housing, "the divergent geography of jobs and housing," community responses to homelessness, and the patterns of homeless people's lives are enriched by the authors' geographic perspective. Focusing on Los Angeles, for nearly a decade the "homelessness capital" of the U.S., Wolch and Dear explore homelessness as a place-sensitive process that results from economic restructuring and the collapse of the welfare state and manifests itself as both a housing problem and a personal crisis for which public policy in the eighties and the nineties offered few solutions. Malign Neglect thoughtfully surveys the literature, drawing on more than 40 pages of references, and investigates the specifics of homelessness in Los Angeles in lively text and fascinating maps and tables. Its thought-provoking insights will be useful to readers far removed from the homeless enclaves of Southern California. ~--Mary Carroll
