CHOICE Review

With this work, Domhoff once again demonstrates why he is a leading figure in the debate concerning the distribution and mechanisms of power in the US. Exhibiting an unrivaled theoretical breadth and empirical sensitivity, he attempts to clarify and reassert the principles of his earlier writings, which synthesize Mills's theory of an institutional elite with the class analysis of the "plain" Marxists. At the same time Domhoff engages in "combat" with his critics, in particular state autonomy theorists such as Skocpol and Quadagno and structural Marxists of the likes of Block and Poulantzas. In support of his arguments, Domhoff presents an empirical analysis of several case studies concerning some major policy issues of the last century, e.g., the Social Security Act, Labor Relations Act, definition of the "national interest" following WW II, and the dominance of moderate conservatives during the Reagan era. Unfortunately, the major substantive and theoretical points Domhoff is trying to establish very often get lost in the heat of the battle. This is a demanding work that requires a prior familiarity with and interest in the existing literature. Recommended for graduate students and faculty. M. F. Keen Indiana University at South Bend
