This pioneering study of the dynamics of city politics in one of Puerto Rico's largest townships examines the fascinating career to Benjamin Cole. A quasi-legendary figure in island politics, Cole served as mayor of Mayagüez from 1968 to 1992. His spectacular success often ran counter to the broader political trends in Puerto Rico and offers insights in the currents of change that swept the island from the 1960s through the 1990s.

Based on years of intensive research, including unusually candid interviews with members of Puerto Rico's political elite, The Last Cacique offers the first in-depth study of local politics in Puerto Rico and one of the very few available for the Caribbean region.

Includes bibliographical references and index.

CHOICE Review

Heine (Institute of International Studies, Univ. of Chile) has written the first detailed study of local politics in Puerto Rico. The study examines the career of Benjam'in Cole, who served as mayor of Mayag"uez from 1968 to 1992. Using the theoretical framework developed by John Kotter and Paul Lawrence in their study of mayors of intermediate-sized cities in the US, Heine focuses his study on the political leadership exercised by Mayor Cole during 19 of the 24 years he held office. Cole's strengths were his intimate knowledge of the city's problems, his adoption of an agenda in his first term which enabled him to avoid a major political controversy, and his incrementalist approach. Later he took advantage of federal funds to advance some of his pet projects. Thus, he earned a reputation as an effective administrator and a first-rate politician. The study, based on four years of research and in-depth interviews with leading members of Mayag"uez's political elite, is a scholarly, sophisticated, well-written, and notable contribution to an understanding of the workings of mayoral leadership and politics in Mayag"uez. It also provides valuable insights into the changing patterns of urban politics and party identification in Puerto Rico. As a pioneering study there is no bibliography, but there are extensive footnotes. Useful glossary of terms. Upper-division undergraduate through faculty. R. L. Delorme; California State University, Long Beach
