CHOICE Review

Graber's excellent book attempts to do for bureaucratic communication what Anthony Downs did for the dynamics of bureaucracy in Inside Bureaucracy (1967). Graber's twin goals, to examine organizational communication from various theoretical perspectives and to look at communication in its practical, day-to-day operational context, are supplemented by a third, in which Graber examines how the theoretical and practical fit together. The author never loses sight of the reality that all communication takes place in a political framework, and that communication is carried out by human beings, not institutions. This commonsense approach--its greatest virtue--makes the book an especially valuable contribution to the literature. Strongly recommended for all libraries, and for graduate and undergraduate readers. D. Greenberg Fairfield University
