CHOICE Review

This is a short, readable introduction to the question of the future status of Puerto Rico. Perusse (Inter-American University of Puerto Rico) points out that, despite cosmetic changes over the years, Puerto Rico is still a colony of the US. From this basic beginning, Perusse proceeds to examine the status question from the viewpoint of the three major contending political groups on the island-those favoring statehood, those favoring outright independence, and those who favor a continuation of the status quo. He concludes that the results of the 1967 plebiscite are now so outdated as to be meaningless. Therefore, according to Perusse, a new plebiscite should be held giving Puerto Ricans a choice between statehood and independence. This would end the continued questioning of the colonial relationship between the US and Puerto Rico, and would also end a system which, despite some initial early successes, has since proved to be unworkable for Puerto Rico and for the US. This is a thoughtful book; well reasoned and clearly written on a subject that will become increasingly important to the American people. For all undergraduates and general readers.-E.A. Duff, Randolph-Macon Woman's College
